engineers without borders was the first thing I thought of, yeah. also engineeraid. habitat for humanity probably uses more civils... maybe education groups, on the "translate engineer speak into not-engineer speak" angle. Help teach kids about engineering.

one thing you might want to start looking into - you know infosec, right? make sure that your local immigration and voter's rights groups do too.
